David Harley Moats, 76 of Elkins passed away on Sunday, February 21, 2021 at J.W. Ruby Memorial Hospital. He was born June 11, 1945 in Elkins, son of the late Lawerence and Monahan Moats. David was a welder at Silver Lake Welding. He is survived by one daughter Methea Vandevander and one son, David Harley Moats II, Stone Mountain, GA.
